1. General
These park regulations are an integral part of the Management Agreement.

​

2. The Park
Our park is open all year round. The park is managed by the owner of the communal areas, hereafter referred to as the manager. This manager, or another person designated by the manager, is your point of contact. The manager is available 24 hours a day for emergencies; the reception is available daily to park residents to handle all matters related to the park.
The seasonal opening hours can be found in the display cases at the park entrance. The owner/manager can also oversee compliance with these regulations. Based on legal requirements and for harmonious living among all residents in our park, comprehensive park regulations are necessary. Supplements and changes are announced annually or can be found on the website: www.parkdehorn.nl.
The manager/owners' association places great importance on maintaining the park in such a way that we can live, recreate, and relax surrounded by greenery. The areas around the plots are planted with trees and shrubs to shield from the wind and to maintain a tidy and green layout.

 

3. The Park "De Horn"
The houses and plots are private property, as well as the numbered parking spaces. The other areas and all unnumbered parking spaces are owned by the manager and are intended for communal use, and can also be rented.

 

4. Rights and Obligations
Owners are free to arrange their plots as they wish, as long as they comply with legal requirements and do not cause inconvenience to their neighbors. They are also responsible/liable for their behavior, as well as the behavior of their visitors/guests.
Renovations, such as the installation of fences or garden houses, as well as changes to existing houses or new construction, must be done in consultation with the manager. However, this does not mean that no building permit is required from the municipality! Owners must ensure that their neighbors are not inconvenienced by overhanging greenery (branches or shrubs). This also applies to shrubs and trees along roads and paths.
Streets, roads, and parking spaces must always remain clear. In the event of overhanging greenery, a deadline will be set by management for its removal. If not removed within this period, it will be removed at the expense of the responsible party.
The hedges and trees in the communal areas are pruned by staff upon the manager's instruction. If you believe certain tasks have not been done or were insufficient, report it to the manager instead of taking matters into your own hands.
Trees and hedges on plots must not cause excessive shade on someone else's plot. Everyone has the right to sunlight.
Plots must be kept neat and regularly maintained. Prolonged storage of building materials and/or waste in plain sight is not allowed.
Owners of neglected plots will be given a warning by management to bring them into order within 4 weeks. If not done within this period, the work will be carried out by management at the owner's expense.

 

5. Building Regulations

  1. It is not permitted to use materials in the park that could cause damage to the environment or be harmful to other residents.

  2. For construction plans requiring a permit, please contact the manager before applying for a permit from the municipality. This is to first assess the nature of the renovation. The manager has made agreements with the Municipality of Harenkarspel regarding this.

6. Pets are allowed in the park. The owner is responsible for any damage caused by their animals. It is not allowed to let animals roam off-leash outside your plot. In general, DOGS MUST BE ON A LEASH. Dog waste must be removed immediately. The paths in the woods must also remain clean.
Repeated warnings for not removing dog waste or not keeping your dog on a leash may result in a ban on keeping the dog in the park. Residents may let their pets roam free on their own plot, but must ensure that others are not inconvenienced by their pet. No one should be disturbed by the pet's noise.

 

7. Barbecuing
When barbecuing, make sure that your neighbors are not inconvenienced. Please only use charcoal—no wood or other materials. Hot coals should not be disposed of in waste containers.
It is legally required for each owner to have a certified fire extinguisher in their home.

 

8. Quiet Hours
You are asked to behave calmly. Excessive noise is not allowed. Radios, musical instruments, singing, games, and entertainment must be conducted in a way that does not disturb the neighbors. Ball games are only allowed in designated areas.
Playgrounds are for children up to 14 years old and are not to be used after 11:00 PM.
Please respect the night’s quiet hours starting from 11:00 PM.
Major renovations are only allowed outside the peak season, between April 1st and October 15th.

 

9. Lawn Mowing
On private plots, lawn mowing is only allowed between 9:00 AM and 7:00 PM. It is not permitted on Sundays or public holidays.

 

10. Traffic
The park can be accessed via the entrance on Oosterdijk and Dorpsstraat (behind the Spar). The entrances are equipped with barriers that can only be opened with code keys or special tokens.
Tokens for emergencies can be used to open the barriers.
For visitors to residents, you can pick up two tokens at reception for entry and exit.
The speed limit in the park is 8 km/h due to playing children and pedestrians on the streets and footpaths. Consider your liability as a motorist, cyclist, or scooter rider. This speed limit is strictly necessary.
If you are caught speeding twice, your access key may be blocked.
It is not permitted to leave vehicle engines running while stationary (cars, motorcycles, mopeds, etc.), nor is it allowed to wash or repair vehicles.
All motorized traffic, cars, motorcycles, and mopeds must stay on designated roads and absolutely not on footpaths.
Vehicles may only be parked in private or communal parking spaces—driving or parking on grass areas is prohibited. For loading and unloading, cars may be parked briefly on the streets, provided that they do not obstruct others.
If these rules are violated, the access key may be temporarily blocked. Any damage to communal areas will be repaired at the expense of the person responsible.

11. Parking

Parking spaces are predominantly privately owned and marked with signs. Those without a designated parking space may only park in unmarked spots.

Unlawful use of private parking spaces or other private property can have legal consequences. Camping or residing in caravans, tents, or motorhomes within the park, outside designated areas, is not allowed.

Trailers may ONLY be parked in private parking spaces, NOT in communal spaces. Parking trailers on private land is not allowed, but management can assign a spot upon request, although no liability is accepted for this. The parking spaces near the supermarket are reserved for customers during opening hours. Residents using these spaces at night must vacate them by 8:30 a.m.

Driving on forest paths, even for loading and unloading, behind stone bungalows is strictly prohibited. This area is reserved for walking and playing.

Bicycling is allowed within the park, but cyclists are reminded to control their speed, especially near sharp corners. Again, please be mindful of your liability.

12. Infrastructure

Electricity:
Each house has a separate electricity connection with a meter. Residents' liability begins at the property line. Wooden bungalows are secured up to a maximum of 16 amps. High-power electrical appliances must not be used. Using several high-power devices simultaneously can lead to overloading, which may cause a power outage affecting others. It is forbidden to use electric stoves or exclusively heat the home electrically. Electricity is only intended for personal use.

Gas Supply:
Wooden bungalows will soon be supplied with gas through pipelines from the propane gas tank or public network. Currently, these houses use gas bottles. Stone bungalows are supplied with natural gas and have individual meters. Owners of wooden bungalows receive propane gas through a piping system managed by the park. Gas usage costs are billed to the owner by De Horn.

Residents' liability for gas supply begins at their property line. On their own plot, they are responsible for the gas piping. It is strictly forbidden to use gas bottles without management’s approval.

Gas meters are read by park administration staff, who are authorized to enter properties for this purpose. You will receive an invoice for gas consumption.

Water Supply:
Each house has a drinking water connection. The piping system up to the meter is owned by management. Beyond the meter, residents are responsible for the water pipes. The meter must be protected from frost and damage. Any damage must be reported to management immediately, and repair costs will be charged to the responsible party.

Water meters are read by park administration, and an invoice is issued for usage.

Wastewater:
Wastewater is discharged into special outlets connected to the sewer system. We ask you not to dispose of garbage in toilets or outlets, as cleaning costs for blockages can be high, and the responsible party will bear the costs. Each owner is responsible for the wastewater system up to their property boundary.

Household Waste:
Household waste must be placed in plastic bags and disposed of in the waste containers. Large or hazardous waste must be taken to the municipal depot in Schagen. Glass and paper can be deposited in designated containers. Metal items should be placed in the metal container, and green waste must be separated into large and small items. It is forbidden to remove materials or waste from the environmental street.

13. Washing Machines

Washing machines are available for use after inserting tokens. Please ensure that laundry is properly sorted (empty bags, curtains without hooks, no carpets) before placing it in the machine. The cost of washing only covers energy and maintenance expenses.

Please respect the washing rules:

  • Only use the machine during your reserved time slot.

  • The dryer is available after washing. If you only wish to dry clothes, you must still reserve a slot for the washing machine.

  • After using the dryer, do not forget to clean the lint filter!

14. Mail

Mail (letters, newspapers, etc.) for park residents with mailboxes is sorted by a staff member and placed in the mailboxes. Other mail is placed in a communal mailbox.

Naturally, you should only collect your own mail. Children may collect mail only under supervision.

15. First Aid

A first aid kit is available at the reception. A doctor or ambulance can be reached by telephone, as listed in the emergency list (displayed in the information board). A list is also available at reception. All mentioned individuals have a code key for the barrier. However, it is advisable to meet the ambulance at the entrance. Neighbors are usually happy to help!

Fire Safety

It is a legal requirement for every house to have a filled fire extinguisher. Please also think of your garden hose in the event of a fire! After use, a fire extinguisher must be replaced.

Open fires, such as bonfires or burning garden waste, are prohibited. Any kind of fireworks is strictly forbidden in the park.

Important

All roads and pathways must remain clear for emergencies and for emergency services, otherwise valuable time will be lost.

16. Other Matters

Craftsmanship work and advertising on houses and plots are not allowed without the permission of the manager. The management or staff may exercise their right, according to the park regulations, to refuse individuals access to the park or remove them when necessary to maintain order.

17. Renting

Each tenant must be provided with the park regulations and informed of the rules. Failure to comply with these regulations may result in being denied access to the park or a holiday bungalow, or in the termination of the rental agreement. In serious cases, a resident, tenant, or visitor may be removed from the park. Separate, shortened park rules are provided for your tenant.

18. Damage

In the event of damage, it must be reported immediately to the relevant person/owner. If they cannot be reached, the manager can be notified.

19. Complaints

The manager will do their best to prevent complaints and ensure everyone has an enjoyable stay at the park. If, despite this, complaints arise, they can be reported to the management, who will attempt to resolve them within a reasonable period.

​

20. Final Provisions

In situations, cases, or circumstances not covered by this regulation, the management will decide. They are also authorized to amend the park regulations, taking fairness and reasonableness into account.
